Zimbabwe official warns of political violence

PRETORIA, South Africa (AP) ? A top official in the party of Zimbabwe's prime minister, Morgan Tsvangirai, says he is concerned that political violence is again taking root ahead of a March 16 referendum on a new constitution and elections later in the year.

Finance Minister Tendai Biti said in South Africa on Saturday that he is also worried that some foreign observers will not be allowed into Zimbabwe to monitor the voting. Top Zimbabwean officials have said that African and regional monitors will be allowed, but Western observers will be banned.

Tsvangirai's party, formerly the opposition, is in a shaky coalition with President Robert Mugabe's party.

Biti has previously complained of arson and numerous other attacks this year that he has blamed on Mugabe's supporters. Both Mugabe and Tsvangirai have called for violence-free elections.

The Sportsman Channel says it's deeply saddened by the shooting death in northwestern Montana of one of its TV hosts who traveled the world in search of big game and shared his adventures on his program "A Rifleman's Journal."

The company in a statement early Saturday said it will miss Gregory G. Rodriguez's "thoughtfulness, candor and dedication to encourage a safe and enjoyable outdoor experience for all."

Police said Rodriguez, 43, of Sugar Land, Texas, died Thursday in the town of Whitefish when he was shot by another man in an apparent jealous rage while the TV personality visited the shooter's wife.

An outpouring on social media has followed the death of Rodriguez, who combined his comfort in front of the camera and travels to exotic locations with his hunting and shooting expertise into a popular program. The Sportsman Channel said that in January "A Rifleman's Journal" won "Best Instructional/Educational Program" at the Sportsman Channel's Sportsman Choice Awards.

"We're all in a state of shock and disbelief right now," said David Kelly, a spokesman for the Houston Safari Club, of which Rodriguez was a member.

Rodriguez is survived by his wife, Lisa, and two children. In a statement issued Saturday, the family said he was in Montana on a business trip.

"Greg was a wonderful husband, father, son, brother and friend," the statement said. "We love him and will miss him dearly. Please respect the family in their time of mourning and allow them to grieve in peace."

Whitefish Police Chief Bill Dial said that 41-year-old Wayne Bengston shot Rodriguez at about 10:30 p.m. at the home of his wife's mother. Dial said Bengston then beat his wife, took his 2-year-old son to a relative's house and drove to his home about 25 miles away in West Glacier, where he killed himself. Dial said Bengston's wife was treated at a hospital and released that night.

Dial said that Rodriguez and the woman, who works for a firearms manufacturer in the Flathead Valley, met at a trade show and struck up a casual relationship that police do not believe was romantic.

Rodriguez was the founder and CEO of Global Adventure Outfitters. That company declined to comment. According to the company's website, Rodriguez was a mortgage banker before a trip to Africa led him to alter course in the 1990s and start pursuing hunting for a living. He eventually traveled to 21 countries on six continents on that quest, the company said.

Student loan debt, delinquencies escalate

Zeek Miller, a 25-year-old waiter in Northwest Arkansas, hasn?t cashed a tax refund check for the past two years as it has been garnished by the federal government for delinquent student loans.

He?s among the growing class of young consumers struggling to repay an average $26,600 in student loan debt.

A Feb. 28 report released by the Federal Reserve Bank of New York found that student loan debt in the United States is now approaching $1 trillion, and is the only kind of household debt that continued to rise throughout the Great Recession.

Student debt almost tripled between 2004 and 2012 and stood at $966 billion as of December 2012. During those years the number of borrowers increased 70% as did the average balance owed per person.

The study cited several reasons for the escalating loan balances:
? More people chose to attend college and graduate school when the economy tanked in 2008 and jobs could not be found;
? Students are staying in school longer and completing fewer hours in a year?s time but borrowing each year they are in school; and,
? Students have taken advantage of lower repayment rates as borrowers delay payments through deferments and forbearances.

REPAYMENT REALITIES
The higher burden of student loans and higher delinquencies may affect borrowers? access to other types of credit and the performance of other debt, according to Joel Doelger, spokesman with Credit Counseling of Arkansas.

?Students have to be careful about the debt they take on while in college, but for many the reality hits once the are asked to start repayment,? he added.

He said a young consumer facing $26,000 or more in student loan debt is like having a second car payment and it can crunch budgets for several years after graduation.

Sarah Chapman, 26, received a rude awakening awakening six months after she graduated from LSU in 2009.

?The government consolidated all my loans into one payment which was convenient and they put me on a seven year payoff term. Needless to say, I couldn't afford the payments. I extended to the loan to 14 years because the interest rate was low and the payment affordable,? she said. ?I've been paying them since early 2010 and I still feel like the amount owed never decreases.?

Angela Marie, a social worker who lives in Ohio, says she?s not ashamed of the $46,000 in student loan debt she accumulated over the years. But she recently started to repay the debt.

?I am a social worker (bachelor?s level) who graduated in 2007. The only thing that I have going for me is that the government has a ?forgiveness? program. If I pay every month for 10 years straight never missing a payment, then the rest of my loan is forgiven."

Marie says the catch is the monthly payment runs $300, which is hard to cover with a $14 per-hour job.

She says the reality is if she doesn?t pay the $300 per month, her wages will be garnished because of the time the loan has already spent in forbearance.

HIGHER DELINQUENCIES
The student loan report found about 17% of borrowers were past due on their student debt by more than 90 days in 2012, a large increase from under 10% in 2004.

Roughly 44% of borrowers are not yet in repayment phase, because a large percentage of students chose forbearance and deferral options which are made available to borrowers facing financial difficulties.

The transition rate of borrowers in repayment from current to delinquent has been rising since 2008 from around 6% to nearly 9%.

High levels of student debt delinquency reduces young borrowers? ability to secure other types of credit, Doelger said.

Scott Hoyt, senior economic director with Moody?s Analytics, said in a phone interview, that student loan debt is slightly under 10% the size of mortgage debt in the United States, but he agrees that delinquency rates are trending higher for the student loans. He says this will mean a certain percentage of young Americans won?t be able to purchase a home or secure other lines of credit until they first eliminate some of their college loans.

In terms of overall impact, Hoyt said the student loan delinquencies don?t pose a serious threat to the macro economic recovery given they are much smaller in scale when compared to housing debt.

He said more than 80% of student loans are also guaranteed by the Federal Government, not private banks. These delinquencies could add to the federal deficit, but Hoyt doesn?t see the rise in bad debt causing much havoc in the overall financial markets.

US Vice President reinforces military threat against Iran

?

By Peter Symonds
6 March 2013

US Vice President Joe Biden has again menaced Iran with the threat of unprovoked American military attack, declaring that ?the window is closing? for a negotiated solution to the current confrontation over the country?s nuclear programs.

Biden was speaking on Monday to the pro-Israeli lobby group American Israeli Public Affairs Committee (AIPAC), in the lead up to President Obama?s visit to Israel later this month. He went out of his way to emphasise the Obama administration?s unalloyed support for the Zionist state across all issues, including US assistance to ensure Israel?s military superiority, American diplomatic support for Israel in the UN and their ?shared interests? in ensuring pro-Western regimes in Syria and Egypt.

However, on the issue of Iran, Biden was particularly emphatic. To the cheers of 13,000 AIPAC supporters, he declared that Obama was committed ?to prevent Iran from acquiring a nuclear weapon. Period. (Applause) End of discussion. Prevent?not contain?prevent. (More applause).?

The vice president then added: ?The president has flatly stated that? big nations can?t bluff. And presidents of the United States cannot and do not bluff. And President Obama is not bluffing. He is not bluffing. (Applause)?

This naked and unabashed display of support for another war of aggression in the Middle East has more than a whiff of fascism about it. The US and its regional ally Israel are recklessly threatening an attack on Iran that could trigger a far broader regional conflict along sectarian lines: Shiite Iran versus Israel, the US and its Sunni allies such as Saudi Arabia.

The pretext for a war against Iran is no more plausible than the justifications for the criminal invasion of Iraq or the current operation to oust Iran?s ally in Syria, the regime of President Bashir al-Assad. Against the unsubstantiated claims of the US and Israel, Iran has repeatedly denied any plans to build a nuclear weapon, has signed the Nuclear Non-proliferation Treaty and its nuclear installations are subject to international inspection

Public differences between the US and Israel over the efficacy of international sanctions and talks, as well as the timing of any military assault, are purely tactical. Biden restated the Obama administration?s preference for ?a diplomatic solution?, saying that ?there is still time and space to achieve the outcome.?

However, what Washington means by ?a diplomatic solution? is the capitulation of the Iranian regime to its demands. Renewed international talks took place in Kazakhstan where the US and its allies made a new ?offer? to Iran that would impose tight restrictions on uranium enrichment in return for minor alterations to the economically crippling sanctions imposed on Iran. Further talks are scheduled this month and next. But even if a deal were struck on this basis, it only lead to an endless series of US demands for Iran to effectively shut down key aspects of its nuclear program.

Biden spelt out the real purpose of the talks to his AIPAC audience, saying: ?If, God forbid, the need to act occurs, it is critically important for the whole world to know we did everything in our power? to avoid any confrontation.? In other words, as the US prepares for another war, it is ?critically important? that it postures as a peace-maker to blunt the anti-war opposition it will inevitably arouse.

At every stage, Biden explained, the Obama administration is maintaining the closest collaboration with Israel. ?We are in constant dialogue, sharing information with the Israeli military, the Israeli intelligence services, the Israeli political establishment at every level,? he said.

Israeli Prime Minister Benjamin Netanyahu, who also addressed the AIPAC gathering via satellite link, was far blunter about the need for ?a clear and credible military threat if diplomacy and sanctions fail.? He was dismissive of any prospect of a peaceful outcome, declaring: ?From the bottom of my heart and from the clarity of my brain, words alone will not stop Iran. Sanctions alone will not stop Iran.?

Netanyahu inflated the ?threat? posed by Iran, declaring: ?Iran enriches more and more uranium, it installs faster and faster centrifuges? We have to stop its nuclear enrichment program before it?s too late.?

These remarks are utterly hypocritical given that Israel remains the only country in the Middle East known to have a substantial arsenal of nuclear weapons. In addition, it has a long record of military aggression against neighbouring Arab states. Israel, in league with the US, is determined to prevent any rival having even the potential to build a nuclear device, as part of the broader joint strategy of maintaining American-Israeli dominance over the strategic region.

Netanyahu pointedly noted that Iran had ?still not crossed the red line I drew at the United Nations last September.? In that speech, the Israeli prime minister made the utterly bogus claim that by the middle of this year Iran would have completed ?90 percent? of the work necessary to build a nuclear weapon. On Monday, he declared that Iran was ?getting closer to that red line??that is, to the trigger for a US or Israeli military attack.

During Obama?s visit to Israel this month, the issue of war against Iran and its timing will undoubtedly be at the top of the agenda. Obama did not visit Israel during his first term of office, but focussed instead on patching up relations with the ?Muslim world??in particular with the Arab bourgeois regimes of the Middle East?in the wake of the Iraq war. He has now completely dropped this window-dressing, including his limited criticisms of Israeli settlements in Palestinian territory.

It is of course impossible to predict the exact outcome of Obama?s trip, but the preparations for war are being put in place. In testimony before the US Senate yesterday, General James Mattis, head of the US Central Command, noted that Obama had ?taken no option off the table, and my role is to provide him military options.?

Defending the current international talks, Mattis said: ?I don?t believe that we should stop negotiations because they do not prevent us from doing other things at the same time. For example, while negotiating, I?ve requested and received additional forces in the Gulf by the decision of the secretary of defence to ensure that we are ready to reassure our friends that we mean business and temper the Iranians? designs.?
