European Rocket Launches British and Mexican Satellites

PARIS ? Europe?s Ariane 5 ECA heavy-lift rocket on Dec. 19 successfully launched telecommunications satellites for use by the British and Mexican governments in the rocket?s seventh and final campaign for 2012.

It was the 53rd consecutive success for Ariane 5, which has now gone 10 years without a failure.

The operators of the two satellites ? the British Skynet 5D and the Mexsat Bicentenario ? reported that both were sending signals and healthy in geostationary transfer orbit after separating from the Ariane 5 ECA upper stage.

The launch enabled the Evry, France-based Arianespace launch consortium to meet its goal of conducting 10 flights in 2012 ? seven Ariane 5s, two Europeanized Soyuz vehicles and the inaugural flight of Europe?s Vega small-satellite launcher ? from Europe?s Guiana Space Center spaceport on the northeast coast of South America.

Arianespace and European government officials hope that spreading the fixed spaceport costs over three vehicles in the coming years, coupled with upgrades expected for both Ariane 5 and Vega, will enable Arianespace to eke out a profit with a diminishing amount of annual government operating-cost support payments. Ariane 5 ECA?s inability to generate a steady profit despite its decade of success and the fact that its direct competitors in the global commercial market have struggled in the past couple of years speaks volumes about the market?s business model, European government and industry officials say.

The Dec. 19 launch carried satellites ordered by commercial companies acting on behalf of government customers.

The Skynet 5D, built by Astrium Satellites under a contract with sister company Astrium Services, will be tested in orbit at 25 degrees east before moving to its operating slot at 53 degrees east in geostationary orbit.

The 4,800-kilogram Skynet 5D is the fourth, and likely the last, Skynet 5 satellite ordered under a 20-year partnership between the British Defence Ministry and Astrium Services. The contract runs to 2022, after which the ownership of the Skynet satellites will transfer to the British government, which will then likely organize a fresh competition for satellite services.

Astrium Services provides Skynet bandwidth to NATO and individual NATO governments in addition to its guaranteed service to British defense forces.

Riding in the lower position on the Ariane 5 ECA rocket was the Mexsat Bicentenario satellite, which will be used by the Mexican government to provide fixed telecommunications and Internet services to Mexican communications that are not attached to the country?s communications grid.

The 3,000-kilogram Mexsat, carrying eight Ku- and eight C-band transponders, was built by Orbital Sciences Corp. of Dulles, Va., under contract to Boeing Space and Intelligence Systems of El Segundo, Calif.

The Mexican government in 2010 selected Boeing to provide the three-satellite Mexsat system under a $1 billion contract that includes two large Boeing-built mobile communications satellites, set for launch in 2013 and 2014, and the smaller Bicentenario spacecraft.

The U.S. Export-Import Bank provided $922 million in loans to support the financing of the three satellites? construction by the two U.S. manufacturers.

Gerardo Ruiz Esparza, Mexico?s secretary of communications and transport, which manages the Mexsat program, said the total Mexsat budget is around $1.6 billion. He said after the launch that the Mexican government is committed to delivering Internet access to all its citizens, and that Mexsat is central to that effort.

Deal reached to reopen NM peanut butter plant

ALBUQUERQUE, N.M. (AP) ? A troubled New Mexico peanut butter plant that had its licensed yanked after being linked to a widespread salmonella outbreak reached a deal Friday to resume some operations the day after Christmas under the watchful eye of federal regulators.

A consent decree filed in federal court says Sunland Inc., the nation's largest organic peanut butter producer, can reopen if it hires an independent expert to develop a sanitation plan, which then must be approved by the Food and Drug Administration.

Conditions at the plant prompted the FDA in November to for the first time use new authority to revoke the company's operating certificate without a court hearing. The action came after the plant was linked to a salmonella outbreak that sickened 42 people in 20 states this fall.

Friday's filing reinstates Sunland's food facility registration. But the company cannot process or distribute food from its peanut butter or peanut mill plants in Portales until it has complied with the consent decree's requirements and receives written authorization from the FDA.

"This consent decree prohibits Sunland from selling processed foods to consumers until it fully complies with the law," Stuart F. Delery, principal deputy assistant attorney general for the Justice Department's Civil Division said in a statement. "As this case demonstrates, the Department of Justice and FDA will work together to protect the health and safety of Americans by making sure that those who produce and sell the food we eat follow the law."

Sunland said the agreement came after it "provided additional information to FDA to demonstrate that recommended actions have been taken and required corrective actions are being implemented."

Sunland spokeswoman Katalin Coburn said that after the decree was filed, the FDA gave the plant permission to reopen its peanut processing facility while it works on the plan for reopening the peanut butter plant. She said work will resume the day after Christmas.

The Sunland plant was shuttered and hundreds of its products recalled in September and October after the salmonella outbreak was linked to Trader Joe's Valencia peanut butter manufactured at Sunland.

The recall and plant shuttering came as the region was finishing a bumper harvest of the prized Valencia peanuts grown almost exclusively in the region. Because of their sweet flavor, they are favored for organic and natural peanut butter products because they require few additives.

Sunland produces products for a number of national grocery and retail chains, and New Mexico Peanut Growers Association President Wayne Baker says the industry generates about $60 million in the region each year.

The FDA took the unusual step in November of revoking the facilities registration just as the plant was hoping to reopen its processing plant to begin work on the millions of pounds of Valencia peanuts piled up in barns after this year's harvest.

The action was denounced as unfair and unnecessarily heavy-handed by many in the conservative farm town of Portales, where Sunland is the largest private employer. At the end of November, the plant had laid off about 30 percent of its 150 workers.

The FDA said inspectors found samples of salmonella in 28 different locations in the plant, in 13 nut butter samples and in one sample of raw peanuts. Inspectors found improper handling of the products, unclean equipment and uncovered trailers of peanuts outside the facility that were exposed to rain and birds. Inspectors also said employees lacked access to hand-washing sinks, and dirty hands had direct contact with ready-to-package peanuts.

The FDA said it inspected the plant at least four times over the past five years, each time finding violations. Michael Taylor, the FDA's deputy commissioner for foods, said the agency's inspections after the outbreak found even worse problems than what had been seen there before.

Plant officials have said they were never notified of past violations.

On-demand synaptic electronics: Circuits that learn and forget

Dec. 20, 2012 ? Researchers in Japan and the US propose a nanoionic device with a range of neuromorphic and electrical multifunctions that may allow the fabrication of on-demand configurable circuits, analog memories and digital-neural fused networks in one device architecture.

Synaptic devices that mimic the learning and memory processes in living organisms are attracting avid interest as an alternative to standard computing elements that may help extend Moore's law beyond current physical limits.

However so far artificial synaptic systems have been hampered by complex fabrication requirements and limitations in the learning and memory functions they mimic. Now Rui Yang, Kazuya Terabe and colleagues at the National Institute for Materials Science in Japan and the University of California, Los Angeles, in the US have developed two-, three-terminal WO3-x-based nanoionic devices capable of a broad range of neuromorphic and electrical functions.

In its initial pristine condition the system has very high resistance values. Sweeping both negative and positive voltages across the system decreases this resistance nonlinearly, but it soon returns to its original state indicating a volatile state. Applying either positive or negative pulses at the top electrode introduces a soft-breakdown, after which sweeping both negative and positive voltages leads to non-volatile states that exhibit bipolar resistance and rectification for longer periods of time.

The researchers draw similarities between the device properties -- volatile and non-volatile states and the current fading process following positive voltage pulses -- with models for neural behaviour -- that is, short- and long-term memory and forgetting processes. They explain the behaviour as the result of oxygen ions migrating within the device in response to the voltage sweeps. Accumulation of the oxygen ions at the electrode leads to Schottky-like potential barriers and the resulting changes in resistance and rectifying characteristics. The stable bipolar switching behaviour at the Pt/WO3-x interface is attributed to the formation of the electric conductive filament and oxygen absorbability of the Pt electrode.

As the researchers conclude, "These capabilities open a new avenue for circuits, analog memories, and artificially fused digital neural networks using on-demand programming by input pulse polarity, magnitude, and repetition history."

British police arrest second man in "plebs" inquiry

LONDON (Reuters) - British police investigating claims an officer fabricated evidence that led to a minister resigning said on Thursday they had arrested a second man over the reporting of a row outside Prime Minister David Cameron's Downing Street residence.

London's police force said the 23-year-old suspect was held at his home on Wednesday evening on suspicion of "intentionally encouraging or assisting the commission of an indictable offence".

The arrested man was not named and is not a police officer or a member of police staff. He was released early on Thursday after questioning.

Andrew Mitchell quit as the "Chief Whip" in charge of discipline in Cameron's parliamentary Conservative party in October following weeks of negative headlines.

He had been accused of angrily calling officers "plebs" when they refused to let him cycle through the main gates at Downing Street.

Mitchell had denied using the class-laden insult but was contradicted by a police log of the incident leaked to a newspaper.

The snobbish term was damaging for Mitchell and the Conservatives because it played into opposition claims that the government is elitist and out of touch with ordinary Britons squeezed by economic austerity.

But doubts have grown over the police account since Channel 4 News reported that a policeman posed as a member of the public and falsely claimed to have heard Mitchell use the pejorative term, in an email sent to a Conservative lawmaker.

Cameron and London's Metropolitan Police have both stressed the seriousness of the allegation, which threatens to undermine relations between police and politicians at a time when the government is cutting force budgets.

CCTV footage of the incident aired by the programme also showed that the street outside the gates was almost empty, even though the email and the police log said several people had been "shocked" by Mitchell's outburst.

A policeman working in the London force's Diplomatic Protection Group was arrested on Saturday on suspicion of misconduct. He was not on duty at the time of the Downing Street altercation.

Egyptian prosecutor suddenly retracts resignation

CAIRO (Reuters) - Egypt's chief public prosecutor, forced to quit this week after opposition protests, retracted his resignation on Thursday, setting the stage for more turmoil as the nation votes in a referendum on its political future.

Prosecutor Talaat Ibrahim, appointed by President Mohamed Mursi when he assumed sweeping new powers last month, said he had changed his mind because his resignation on Monday had been offered under duress.

Ibrahim had quit after more than 1,000 members of his staff gathered at his office in Cairo to demand that he step down. Mursi's decision to appoint Ibrahim, instead of leaving the appointment to judicial authorities, threatened the independence of the judiciary, the angered prosecutors said.

Ibrahim described his removal from office as "mysterious and abnormal" and said it was now up to the justice minister to decide on his future, according to the state-run al-Ahram news website.

Several prosecutors immediately announced they were suspending work and would stage an open-ended protest outside Ibrahim's office.

Ibrahim's about-face came 48 hours before Egyptians vote in a referendum on a divisive new constitution championed by Mursi as a vital step in Egypt's transition to democracy almost two years after the fall of Hosni Mubarak.

The opposition, facing defeat over the constitution, urged voters to reject the Islamist-backed charter and pledged to fight on to amend it during elections expected next year.

OPPOSITION URGES 'NO' VOTE

The opposition, a coalition of liberals, leftists, Christians and secular Muslims, called for a "no" vote against a document it views as leaning too far towards Islamism.

The first day of voting on December 15 resulted in a 57 percent majority in favor of the constitution. The second stage on Saturday is expected to produce another "yes" vote as it covers regions seen as more conservative and likely to back Mursi.

The National Salvation Front, the main opposition coalition, said a "no" vote meant taking a stand against attempts by the Muslim Brotherhood, Mursi's political base, to dominate Egypt.

"For the sake of the future, the masses of our people should strongly and firmly say 'no' to injustice and 'no' to the Brotherhood's dominance," the Front said in a statement.

A senior Front member, Abdel Ghaffar Shokr, head of the Popular Socialist Coalition Party, said that if the constitution was approved, the opposition would go on fighting to change it.

"That's why we will participate in the legislative election because it is the only way to amend the constitution," he said.

The constitution must be in place before elections can be held. If it passes, the poll should be held within two months.

In an attempt to mobilize voters, the opposition said it planned to hold public meetings, distribute flyers and send cars equipped with loudspeakers through the streets.

A street protest against the constitution in Cairo this week attracted only a few hundred people, well down on the numbers drawn to previous such events.

ISLAMIST PROTEST

Islamist groups are planning a mass protest in Alexandria on Friday, a move likely to raise tensions a day before the vote.

The Muslim Brotherhood called for the rally after a violent confrontation between Islamists and the opposition in Egypt's second city last week that ended with a Muslim preacher besieged inside his mosque for 14 hours.

The run-up to the referendum has been marked by often violent protests in which at least eight people have died.

Mursi and his backers say the constitution is needed to advance Egypt's transition from decades of military-backed autocratic rule. Opponents say it is too Islamist and ignores the rights of women and of minorities, including 10 percent of Egyptians who are Christian.

Demonstrations erupted when Mursi awarded himself extraordinary powers on November 22 and then fast-tracked the constitution through a drafting assembly dominated by his Islamist allies and boycotted by many liberals.

The referendum is being held over two days because many of the judges needed to oversee polling stayed away in protest.

Judicial authorities on Thursday named the judges who will supervise polling stations on Saturday. The opposition cited a lack of judges at some polling stations in a list of alleged irregularities in the first round.

In order to pass, the constitution must be approved by more than 50 percent of those voting.

Bruce Harvey, the company's president and CEO, announced the layoffs to employees Tuesday.?

"The primary area we're concentrating on is commercial diabetes -- our home-care service product lines,
our insulin pump center of excellence and our pharmacy," Harvey said. "We're going to be exiting the medicare fee for service diabetes business after the first of the year."

Harvey said the employees will be laid off in 60 days and are being offered severance packages.

Vandal football adds four JC transfers

Paul Petrino assessed the University of Idaho football team as soon as he arrived in Moscow and set a list of recruiting priorities. He hit the recruiting trail looking for running backs and linebackers and found just what he wanted in a strong junior college class.

At running back, he signed Jerrel Brown and Kris Olugbode, while at linebacker Marc Millan and Eric Tuipulotu committed to the Vandals.

?He?s a big, physical, downhill, as good a looking kid as you can see,? Petrino said of Brown, a transfer from the College of San Mateo. ?He?s a guy we were looking at a little bit at Arkansas. He?ll be a great player for us.?

Brown (6-0, 220) comes to Idaho after two seasons at College of San Mateo, where he was a running back on the 2012 Nor-Cal championship team. As a sophomore, Brown carried the ball 91 times for 428 yards and four touchdowns. He averaged 4.7 yards per carry with his best game of 2012 a 19-carry,96-yard outing against Laney College. As a freshman in 2011, he had 104 carries for 539 yards and 12 touchdowns.

?He?ll bring some leadership,? Petrino said. ?He?ll bring some toughness to the team. He?s a guy you can give the ball to a lot.?

Brown is a 2010 graduate of Hillsdale High School at San Mateo, Calif.
Olugbode, from the City College of San Francisco, adds immediate depth.

?He?s a guy you can give the ball to as many times a game as you want,? said Petrino of Olugbode (5-9, 200), who had 270 carries as a sophomore. ?He?s a great kid, a great student and comes from a great family.

?He will bring some leadership.?

Olugbode comes to Idaho after a stellar sophomore season at City College of San Francisco. In 2012, he carried the ball 270 times for 1,699 yards. He scored 19 touchdowns, while averaging 141.6 yards per game and 6.3 yards per carry. He rushed for at least 100 yards in nine of 12 games and twice eclipsed the 200-yard mark. His career high was 310 yards on 32 carries against Santa Rosa. He scored five touchdowns in a 31-carry, 216-yard outing against American River. Thirty-two carries is a career high and he twice had 31. His long run was 55 yards. He also had 16 receptions for 149 yards with a long of 98.

Olugbode is a 2010 graduate of Bellarmine Prep at San Jose, Calif.
In his quest for linebackers, Petrino found Millan at Santa Ana College and Tuipulotu at San Mateo College, where he was a teammate of Brown.

?Marc is a guy who really flies around,? Petrino said. ?He plays the game the way you want to see it played ? he can go sideline to sideline, make tackles and plays with great passion.

?He just looks like he?s having fun playing the game of football.?

Millan (6-1, 215) led Santa Ana College in tackles from his linebacker position. He had 70 total tackles (43 solo and 27 assists) in addition to five sacks (-35 yards) and 17.5 tackles for loss (-75 yards). Additionally, he forced three fumbles, had one fumble recovery, one pass breakup and scored one safety. His consistency is evident in that he totaled eight tackles in three games and seven tackles in another four.

Millan is a 2010 graduate of Mission Viejo (Calif.) High School.

Petrino picked up another player at the College of San Mateo with the signing of linebacker Tuipulotu.

During his sophomore season, Tuipulotu (5-11, 215) had 59 total tackles (26 solo and 33 assists). In his totals were 2.5 sacks (-10 yards) and four tackles for loss (-22 yards) to go with four pass breakups.

?Eric is a tough, hard-nosed guy,? Petrino said. ?He just runs around and hits people, and when he hits you, you know it. He has great passion and plays the game the way everybody wants to see a Vandal play.
?We?re so excited to have Eric on the team.?

Tuipulotu is a 2010 graduate of Serra High School at Menlo Park, Calif.

DIY Coconut Oil Deodorant

?

I?m thrilled to have Stephanie of The Wannabe Homesteader guest posting today! I started making and using my own version of coconut oil deodorant this fall, and it really does work! It would even make a good Christmas present for your more ?crunchy? friends? And speaking of Christmas presents, check out the Homestead?Gift Guide for some last minute ideas for your homesteading friends?and family!?

I?ve always known that store-bought deodorants have some pretty nasty ingredients in them (they?ve even been linked to cancer) but I hesitated on making my own because I feared homemade deodorants wouldn?t really do the job.

I don?t mind sweating a little as that?s your body?s way of eliminating toxins, but I didn?t exactly want to walk around smelling ?crunchy? if you know what I mean.

After trying two natural brands of deodorant (Tom?s and the Natural Crystal), and being sorely disappointed (ie. smelling crunchy by the end of the day), I decided to give this recipe a try.

Boy, I?m so glad I did!

This natural deodorant recipe works amazingly well. My only wish is that I tried it sooner!

Ingredients:

  • 1/3 cup coconut oil
  • 1/4 cup baking soda
  • 1/4 cup arrowroot powder
  • 4 tablespoons cornstarch (this will add an antiperspirant effect to the deodorant.)
  • essential oils (optional, but you could use tea tree oil, sweet orange, cinnamon, etc.)

How to make:

  • Mix baking soda, cornstarch, and arrowroot powder in a bowl.
  • Add coconut oil and use a fork or pastry cutter to blend into the dry ingredients.
  • Add 5-10 drops of your chosen essential oil (I used tea tree oil).
  • Add more coconut oil or baking soda to achieve your desired consistency.
  • Viola! Now you have easy-peasy, good-for-you, all-natural deodorant!

Other Notes:

This recipe uses coconut oil which will liquefy at 76 degrees (it will remain solid at any temp under 76 degrees). I live in Florida and this deodorant stays a paste-like consistency in my bathroom. However, my husband uses the bathroom upstairs and at times, it turns into a thick liquid-y consistency. He doesn?t find it a problem, though. He just dabs his finger into it, messages it into his underarms, and then rinses his hands afterward.

I?ve heard of people putting their homemade deodorants in cleaned-out store-bought deodorant containers but it didn?t work for me. My DIY deodorant leaked out the bottom of the container and was a gooey mess.

Instead, I store this coconut oil deodorant in a small glass jar and I keep it in my medicine cabinet.

To apply, I take a small amount and rub it together with my hands to soften and then rub it into my underarms like a lotion.

Me and my husband both use this deodorant and absolutely love it. We?d never switch back to store-bought. You really must give it a try.

WestJet ?welcomes? competition from Air Canada Rouge

CALGARY - As Air Canada announced its plans for a discount vacation carrier Tuesday, a WestJet spokesperson said the Calgary-based airline is unafraid of extra competition in the leisure travel market.

?We invented low-cost flying in Calgary, and have almost 17 years of experience running one of the most successful low-cost carriers in North America. So we welcome the competition,? said WestJet?s Robert Palmer. ?Bring it on.?

However, Rick Erickson ? an independent aviation analyst based in Calgary ? said WestJet will undoubtedly be keeping an eye on Air Canada Rouge, which is set to begin flying July 1 to holiday destinations in Europe and the Caribbean.

?You?re going to watch their (WestJet?s) marketing and network people be quite cautious and mindful of the fact that a new, reinvigorated Air Canada is back on the market,? Erickson said. ?I think WestJet is going to be watching it and watching it closely ? and so they should.?

Air Canada Rouge will begin operations with two Boeing 767-300ER and two Airbus A319 aircraft that will be released from Air Canada?s mainline fleet. Additional planes will be added as Air Canada takes delivery of new aircraft in 2014, eventually ramping up to 50 planes.

Rouge flights will be offered to European destinations like Athens, Venice, and Edinburgh and sun destinations in Cuba, Dominican Republic, Jamaica, and Costa Rica. Ben Smith, Air Canada?s chief commercial officer, said the chosen destinations are areas where demand for leisure travel has been growing, but which didn?t generate adequate profits under Air Canada?s existing cost structure.

?The creation of this carrier is to assist us in serving many destinations that our existing model does not work on a competitive basis,? Smith said. ?This is not viewed as entering markets that we haven?t been in in the past, they are markets that we?ve always liked to serve, some we?ve already served in the past, we just had to have the right vehicle to exploit them properly.?

Air Canada has said about half of incremental profits from its low-cost carrier will be derived from putting more seats into its planes. The rest will come from lower employee wages and more flexible work rules within the Rouge operation.

Air Canada pilots complained during labour negotiations earlier this year that the airline?s launch of a low-cost carrier could threaten their job security and working conditions. In the end, a federal arbitrator chose Air Canada?s final offer that included provisions allowing the airline to create a budget carrier.

In the beginning, Rouge flights will only be offered from Toronto and Montreal, but Erickson said he expects the service to grow.

?It?s something Air Canada badly needed to do ... They?ve been largely pushed out of the travel market because of very aggressive players like WestJet, like Air Transat, like Sunwing,? he said.

Gayle White, owner of Sundial Travel in Calgary, said airfares to some sun destinations are currently high because of simple supply and demand. She said she hopes the addition of Air Canada Rouge will result in lower fares in the long-term.

?It changes the landscape of what pricing will be. Other players will have to be more competitive to stay in the game,? she said.

Air Canada is currently offering ?special introductory fares? on Rouge flights until Dec. 25. Details about fares going forward were not immediately available, but the company said it will provide more details about pricing and its premium economy seats in January.The launch of Rouge will come the same year that WestJet launches its own discount regional airline. WestJet Encore will serve smaller Canadian domestic markets instead of international locales, but Erickson said the fact that two Canadian airlines are launching new carriers at the same time is unprecedented.

?It?s going to be a very interesting year in Canada?s aviation industry,? Erickson said. ?It will be interesting to watch as we see two new airlines introduced into the Canadian marketplace at the national level. We?ve not had that before.?

Duval County schools get $32 million for technology | jacksonville.com

Duval County Public Schools is set to use more than $32 million to help hasten technology upgrades, mostly because of a no-interest federal loan.

The school system will receive $29 million in federal funds it will be required to pay back over 15 years. It had to submit a proposal and compete for the loan.

Duval schools also had to raise $3.6 million in private local contributions to qualify for the loan.

Superintendent Nikolai Vitti said the money comes at a critical time when the district has seen its technology funding reduced in past years.

He said the funds are only the beginning of a strategy where the district continually hunts for similar opportunities.

?We can?t just sit and wait,? Vitti said. ?I think this is a great example of being proactive and knowing where our gaps are.?

The district plans on using the money to improve technology in 41 of its high-poverty elementary and middle schools. Wireless systems, desktop computers, laptop computers and tablets are among the plans for the new funds.

Vitti said he doesn?t think the district will have to hire more staff to maintain the new equipment.

It will use the money in four phases of implementation to be completed by 2014.

The federal loan will be paid back incrementally from the district?s capital fund.

Eleven families and organizations contributed the private funds. This does not have to be paid back.

Dan Edelman, a local accountant and education advocate, contributed to the private funds and helped in the fundraising effort.

About half of the money had been raised prior to Vitti starting as the superintendent, but Vitti said the effort had ?stalled a little bit.?

Edelman, who wouldn?t say how much he and his wife, Cindy, donated, said they contributed to help the district improve its technology system ?but also to show the support in the community to bring about change in the school system.?

He said it would have been much more difficult to raise the money had there not been a new superintendent and a new majority of School Board members.

Vitti has generated ?a renewed enthusiasm and support among the community to bring the education system in Duval County where it needs to be,? Eldelman said.

The loan award is an example of how the community will step up when it is shown a specific need, Vitti said.

?This is one of the first examples of the private sector coming forward and having a restored faith in the public school system,? he said. The contributions exemplify a belief from the community that the school system will maximize community support, he said.

Eldelman said they are still about $70,000 short of the full $3.6 million needed.

He has about 90 days to raise the rest of the money.

Vitti and School Board members will hold a news conference at 11:30 a.m. Tuesday at the district?s headquarters to announce the funds.

"Best Funeral Ever" premiere delayed after Newtown school shootings

LOS ANGELES (TheWrap.com) - Fans of death-centric reality TV will have to wait a little longer to dig into TLC's "Best Funeral Ever."

TLC has pushed back the premiere of the special to January 6 at 10/9c in light of the school shootings in Newtown, Conn. last week.

"Best Funeral Ever" was initially scheduled to premiere on December 26 at 8/7c.

"Best Funeral Ever" centers around the Golden Gate Funeral Home in Dallas, which specializes in elaborate specialty funerals catering to the deceased's interest. In the special, a doo-wop singer famous for his rib-sauce jingle receives a barbecue-themed sendoff, while a disabled man who was unable to ride roller coasters in mortal life receives a State Fair-themed funeral.

Since last Friday's horrific shootings, a number of programs and other entertainment-related events have been moved out of sensitivity. Syfy, for one, decided not to air its scheduled episode of "Haven" on Friday night, because it contained elements of fictionalized school violence.

Why not rename the files from within FTM? If you have done your census workup for your families, you will have many census images in that folder.

If not...

1. Rename your FTM2009 file and media folder from xxx.ftm and "xxxmedia" to xxx2009.ftm and "xxx2009media"

2) Open the file in FTM2009 (xxx2009.ftm) and go to File > Export, uncheck "include media" and change the file name to be xxx2009nomedia.ftm. Save in that folder.

3) Create new folder with name something like: "FTM Files 2012". Copy xxx2009nomedia.ftm to this folder and rename it xxx2012.ftm.

4) Make your normal daily backup (to your external drive or carbonite or whererever.)

5) Open FTM2012 and go to file > open. Navigate by browsing to your FTM Files 2012 folder and click on xxx2012.ftm.

6) Begin adding & renaming media files through the person page for each person - or the source workspace for each citation. Be sure to say you are ATTACH TO (ie adding) the media file for the first time it is used. Then, LINK that file to each person or citation after the first one.

Legal group challenges manatees' endangered status | StAugustine ...

STUART ? A conservative legal group and some North Florida business owners are asking the federal government to strip the manatee of its endangered species status.

Federal officials say they?re considering doing just that, though relisting the manatee as only a threatened species would not change any of the restrictions the business owners oppose.

The Pacific Legal Foundation filed a petition Friday with the U.S. Fish and Wildlife Service. The California-based group represents Citrus County business owners who say federal boat speed restrictions harm the fishing and tourism industries on King?s Bay, where manatees gather for the winter.

According to the petition, a 2007 federal review concluded that manatee population numbers had increased enough to downgrade the species from endangered to threatened. However, no action was taken. The petition says the change in the manatees? status is necessary to maintain regulatory credibility.

?We believe in protecting a sound and healthy environment, and we also believe that the federal government must follow its own rules,? said Steve Lamb, vice president of Save Crystal River. ?That?s why we?re petitioning the government to abide by its findings on the manatee.?

Ultimately, the Pacific Legal Foundation would like to see the manatee removed from the list of protected species altogether, Alan DeSerio, managing attorney of the legal group?s Stuart office, told the Sun Sentinel.

?Given the rebound of the manatee in Florida, eventually the population could no longer qualify for being threatened,? he said.

Federal officials actually have been considering reclassifying the manatee. The process of downgrading the manatee?s status to threatened will likely begin in late spring or early summer, Fish and Wildlife Service spokesman Chuck Underwood told the Tampa Bay Times.

Since the 2007 review, the agency has been gathering more data to justify making the change, he said.

Still, a status change would not roll back any of the restrictions opposed by Save Crystal River, the group of Citrus County business owners, Underwood said.

?The whole reason why we would reclassify manatees is because these conservation measures are working,? Underwood said.

Aerial surveys by state wildlife officials counted 4,835 manatees in January 2011. In 2010, officials counted 5,076 manatees, and in 2009 they counted 3,802.

Manatee advocates say threats to the marine mammal?s survival continue, even though its population numbers appear to be increasing.

?Watercraft deaths are staying at the highest levels,? said Pat Rose, a manatee biologist who is executive director of the Save the Manatee Club.

In 2011, state wildlife officials blamed extreme cold and boat collisions for many of the 440 manatee deaths confirmed that year.

One of the most painful parts of my international travels has been the currency conversion process. Many banks, particularly those with international branches, will happily convert currency for you, but at a price.

Q: So far, have you recorded any marriages among your singles?

Ditto for the woman also. They say a woman is caring, respectful, has good morals, emotional and all that. Do they still exist in the world of today?? A man is expected to be responsible, is that still the case? There are conflicting priorities in the world now and in the life of singles. Singles believe a relationship starts and ends with a blackberry. As long as you ping, you do not even see each other but it goes beyond that. There are body languages to be deduced. Therefore, as long as we do not go back to those values, there will always be problem. In relationships, we cannot but emphasise values.

Q: You work in a bank, how do you juggle all you do?

A: It is very tasking but when you are passionate about something, you have to drive it. I create the time for all I do and make sure nothing suffers. I have learnt to compartmentalise things and it is working for me if it means sacrificing my weekends for the programme, I do it without regrets.

Judge Derek Johnson's Rape Comment: If Sex Isn't Wanted, Body 'Will Not Permit That To Happen'

SANTA ANA, Calif. -- A Southern California judge is being publicly admonished for saying a rape victim "didn't put up a fight" during her assault and that if someone doesn't want sexual intercourse, the body "will not permit that to happen."

The California Commission on Judicial Performance voted 10-0 to impose a public admonishment Thursday, saying Superior Court Judge Derek Johnson's comments were inappropriate and a breach of judicial ethics.

"In the commission's view, the judge's remarks reflected outdated, biased and insensitive views about sexual assault victims who do not `put up a fight.' Such comments cannot help but diminish public confidence and trust in the impartiality of the judiciary," wrote Lawrence J. Simi, the commission's chairman.

Johnson made the comments in the case of a man who threatened to mutilate the face and genitals of his ex-girlfriend with a heated screwdriver, beat her with a metal baton and made other violent threats before committing rape, forced oral copulation, and other crimes.

Though the woman reported the criminal threats the next day, the woman did not report the rape until 17 days later.

Johnson, a former prosecutor in the Orange County district attorney's sex crimes unit, said during the man's 2008 sentencing that he had seen violent cases on that unit in which women's vaginas were "shredded" by rape.

"I'm not a gynecologist, but I can tell you something: If someone doesn't want to have sexual intercourse, the body shuts down. The body will not permit that to happen unless a lot of damage is inflicted, and we heard nothing about that in this case," Johnson said.

The commission found that Johnson's view that a victim must resist to be a real victim of sexual assault was his opinion, not the law. Since 1980, California law doesn't require rape victims to prove they resisted or were prevented from resisting because of threats.

In an apology to the commission, Johnson said his comments were inappropriate. He said his comments were the result of his frustration during an argument with a prosecutor over the defendant's sentence.

Johnson said he believed the prosecutor's request of a 16-year sentence was not authorized by law. Johnson sentenced the rapist to six years instead, saying that's what the case was "worth."

CHICAGO ? Former President Bill Clinton invoked the ancient Sumerians, campaign stops at wind-blown Texas border towns, the looming budgetary fiscal cliff and an eclectic assortment of other concepts while proselytizing for more investments in the grid and clean energy, during his speech at the Wind on the Wires gala in Chicago Wednesday night.

Veering between big picture philosophical conclusions and wonkish descents into policy details and proposals, Clinton made the case that renewable energy is symbolic of a struggle central to human nature: ?a constant tug of war between the demands of the present and the possibilities of the future.? Between sticking with long-time practices that seem most safe and lucrative in the present, versus forays into new territory that offer more hope for the future.

This dichotomy is exemplified in North Dakota, Clinton noted. According to a study done by the administration of former President George W. Bush, Clinton said, North Dakota alone could theoretically provide for a quarter of the country?s energy needs with wind power if the turbines and interstate transmission lines existed.

?The money and power is there to frack out all the natural gas and oil, but not to build out the grid,? Clinton lamented.

He praised Wind on the Wires and their allies for making great progress in expanding wind power in the Midwest and bringing together environmental and business interests on common ground. But, he said, much remains to be done and a drastic overhaul of the country?s electric grid is necessary to make it happen.

One nation under a grid

Clinton called for a national grid, which would allow centralized decision-making and investment more conducive to renewables and distributed generation. ?And he proposed funding grid improvements with a national infrastructure bank, which could attract capital in part as a place American companies could invest profits made abroad, rather than paying taxes on that revenue.

He repeated multiple times that extending the wind Production Tax Credit for 10 years or even permanently, is crucial to the continued growth of wind power. Without action, the tax credit will expire at the end of December.

And he urged renewable energy advocates to do a better job framing and pushing their message, including by invoking examples of the escalating impacts of climate change.

He said that groups fighting climate change should have focused more attention on Richard Muller, a University of California physicist and former climate change skeptic once beloved by the Tea Party, who became a climate change believer after doing his own sweeping study on earth surface temperatures. ?If the situation were reversed and Muller was a renewable energy proponent who had a change of heart, Clinton said, the Koch brothers would have poured millions into making him a household name.

Kate O?Hair, director of the Midcontinental region for EDF Renewable Energy, indicated in remarks before Clinton?s speech that such effective messaging is especially crucial since ?skepticism and criticism are at an all-time high.? But, she said, advocates ?have the strength and the voice to look beyond these obstacles?overcoming these obstacles will make our industry stronger and more efficient.?

Clinton noted that likely federal budget cuts as a result of the ?fiscal cliff? or a deal reached to avoid the cliff could be devastating for renewable energy, including the tax credit and research and development funding. He urged renewable energy advocates to fight hard to raise awareness of the job-creating and economic-stimulus potential of renewable energy. He cited the example of the Empire State Building energy efficiency retrofit, which he said created 275 full-time jobs for two years.

?You all should make a much bigger deal about the contributions you make to the economy,? he said.

All dressed up and nowhere to go

While diving deep into specific ways to accelerate renewable development and grid overhauls, Clinton also described such improvements as part of a larger socioeconomic shift bringing resources and jobs to marginalized rural, poor and Native American communities. He compared the electric grid to internet broadband, and said both should be expanded to offer equitable access to all ? in both the metaphorical and the concrete sense ? ?we need to think about networks.? He implied broadband projects could be undertaken literally in tandem with electric grid expansions.

Native American tribes could ?revolutionize? their fortunes if a national grid (and broadband) were in place, Clinton said, ?because they have lots of wind and sun.? But on Native American land in the Great Plains and Southwest, power can?t get to market without new transmission.

Clinton lamented the ?stranded? wind projects that are ?all dressed up and ready to go to the prom? but can?t get construction financing because of lack of grid access.

He reminisced about negotiating the Kyoto Protocol in 1997 only to have the Senate vote 95-0 for the Byrd-Hagel resolution in opposition to joining the international climate treaty. Clinton said he is confident Congress will eventually pass a climate bill, and he urged attendees to ?take President Obama?s stated strategy of ?all of the above? and fill in the blanks.? You can?t have an ?all of the above strategy? without improving the grid, he said.

He offered a cautionary note regarding ancient people seemingly afraid to break with tradition and try new things ? implying our society?s decision between continued reliance on fossil fuels or a bold shift to clean energy is potentially cataclysmic.

?Look what happened to civilizations that had their day in the sun and then declined,? he said. ?Progress is a long road, a lot of rolling big rocks up steep hills.?
